Church raises money for security cameras after arson

A New Orleans East church is raising money to try and get its sense of security back.

Police say an arsonist torched Resurrection of Our Lord Parish earlier this year. That arsonist was never caught.

Now parish officials are holding a raffle to try and raise money to get security cameras and pay for the costs of the damage.

The raffle will run from July 1 through Sept. 30. You still have a chance to buy tickets once the raffle has started. Tickets are $20 and can be purchased by contacting the parish at 504-242-8669.

Among the prizes are Saints tickets and?New Orleans Hornets tickets, as well as a Honda Fit.

'Fast and Furious' Stars a Lame Washington (Opinion)

What do you get when you combine an ill-conceived gun-tracking operation, a partisan congressional fishing expedition and a shaky claim of executive privilege?

A constitutional clash between Congress and the president that doesn't have to happen.

Barring a last-minute deal, the Republican-led House is poised today to hold Attorney General Eric Holder in contempt ? an unprecedented move ? for refusing to turn over documents related to Operation Fast and Furious, an ill-fated program to track weapons purchased in the U.S. to Mexican drug cartels. To back up his attorney general, President Obama has asserted "executive privilege," arguing that releasing internal Justice Department documents to Congress would chill future frank discussions within the executive branch.

Once again, Republicans and Democrats are moving to the brink of war when the controversy could have been settled with a modicum of good sense and good-faith negotiations ? both of which are in short supply these days in Washington.

A little background: Fast and Furious was launched in 2009 by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The Obama administration wasn't the first to use this risky tactic ? the operation was patterned on one used by the Bush administration ? but it should certainly be the last.

The ATF's Phoenix office let hundreds of weapons "walk," in bureau jargon, so agents could track them. Instead, the agency lost the trail. Many ended up at murder scenes in Mexico. Two were found at the site of a tragic shootout in Arizona, where a U.S. border patrol agent was killed in 2010. Congress began to investigate.

In a Feb. 4, 2011, letter, a top Justice Department official, responding to Senate inquiries, denied that the ATF had allowed guns to walk. After whistle-blowers and news reports proved that claim false, Holder was forced to admit it. He denounced the tactics, said they'd never be used again and turned over documents showing how the false letter came about.

By then, however, publicity hungry Rep. Darrell Issa, R-Calif., and his investigatory committee were hot on the trail of a potential cover-up. House Speaker John Boehner, R-Ohio, went as far as to suggest that the mere assertion of executive privilege shows White House officials were involved in misleading Congress. Even Issa acknowledged on Sunday that no such evidence exists. Even so, he is seeking internal documents created after the Feb. 4 letter, the request at the root of the current showdown.

With a few exceptions, fights over executive privilege between the White House and Congress have historically been resolved through negotiations that give investigators access to what they need while preserving the confidentiality of sensitive information. That should be the goal in this case, too.

Why let reason prevail, though, when there are election-year points to be scored? The National Rifle Association? which has fought the kind of limits on gun sales that might have made Fast and Furious unnecessary ? has jumped into the fray, declaring it will count today's planned action in its voting report cards.

Yes, the executive privilege claim seems lame. But if the House rushes to make Holder the first attorney general in history to be held in contempt, it will look like it's running an inquisition, not a fair-minded inquiry.

Buzz over Higgs boson hits new heights

Has the Higgs boson finally been detected? It's almost gotten to the point that if a discovery of some sort doesn't come out of next week's update on the multibillion-dollar subatomic search, it'll be a big surprise. But how far will the announcement go, and what will it mean for the future of physics?

To refresh your memory, the Higgs boson is the only fundamental subatomic particle predicted by theory but not yet detected. It's thought to play a role in endowing some particles, such as the W and Z boson, with mass ... while leaving other particles, such as the photon, massless. The Higgs mechanism, proposed by British physicist Peter Higgs and others in the 1960s, could have played a role in electroweak symmetry breaking, which was a key event in the rise of the universe as we know it.

The Higgs boson is so key to the current understanding of fundamental physics that Nobel-winning scientist Leon Lederman nicknamed it the "God Particle"?? a term that has been making other physicists wince ever since. Another religion-tinged cliche would be to call it the "holy grail of particle physics," as CERN physicist John Ellis has. He says finding the Higgs is a key goal for the $10 billion Large Hadron Collider.

"That's one thing that we're really looking forward to with the LHC," Ellis told me five years ago. "In fact, back when we persuaded the politicians to stump up the money to build the thing, that's probably what we told them."

Last December, the teams reported that they saw "tantalizing hints" of the Higgs' existence at a mass of around 125 billion electron volts, or 125 GeV. But the confidence in those results was not yet high enough to claim a discovery.?Now the teams behind the collider's CMS and ATLAS experiments have collected higher piles of data, at higher energy levels, sparking higher expectations.

The 5-sigma fetish
When physicists talk about their confidence, they talk in terms of statistical "sigma" levels. The higher the sigma, the less likely that the results are just a fluke. In particle physics, 3 sigma constitutes strong evidence, but it takes 5 sigma to accept the results as a discovery. At the 5-sigma level, statisticians say there's roughly one chance out of 3 million that you're leaping to the wrong conclusion, as opposed to a 1-in-1,000 chance at the 3-sigma level.?That distinction makes a big difference when you're sifting through billions upon billions of proton-on-proton collision reports.

Last year, the best that the LHC teams could do was 3.6 sigma for ATLAS, and 2.6 for CMS. Now physicists are looking for a 5.

For three weeks, the teams have been running the numbers on their experimental results in secret, so as to avoid any chance that one analysis will influence the other. Their results are to be announced during a presentation at the CERN nuclear research center in Geneva, which will be webcast starting at 9 a.m. CEST (3 a.m. ET) on July 4. Although no official word has leaked out, the unofficial word is that someone looking for a discovery could get to the magic number.

"Reports from the experiments indicate that at least one of them, if not both, will reach the 5 sigma level of significance for the Higgs signal, when they combine 2011 and 2012 data and the most sensitive channel. So, this will definitely be the long-awaited Higgs discovery announcement, and party time for HEP [high-energy physics] physicists," Columbia mathematician Peter Woit wrote on his Not Even Wrong blog a week ago.

Since then, other physicist-bloggers have been fine-tuning the expectations. Here's a selection:

• On the Resonaances blog, physicist Adam Falkowski (a.k.a. Jester) has a countdown clock ticking toward the Higgs discovery. "It is not clear, at least to me, if either of the two experiments will pass the 5-sigma fetish. But it does not really matter. ... What's going to change next Wednesday is that the status of the Higgs will be upgraded from 'almost certain' to 'beyond reasonable doubt.'"
• On Quantum Diaries, Southern Methodist University physicist Aidan Randle-Conde advises against trying to combine the data from the two teams to get to 5 sigma. "With all this pressure to get as much out of the data as possible, it's tempting to move too quickly and do what we can to get a discovery, but now is not the time to rush things," he writes.
• On the?ViXra Log, Philip Gibbs says that when CERN's researchers report their progress, "it is likely that the main question they are investigating will switch from 'Is there a Higgs Boson?' to 'Is it the Standard Model Higgs boson?'"
• On a blog titled "Of Particular Significance,"?Rutgers physicist Matt Strassler advises caution,?but also suggests getting "the cases of champagne ready, in case the time has finally come to pop the corks." He points out that a discovery announcement would by no means be the end of the story. "Even if we see strong evidence of a Higgs-like particle ... the correct understanding of that particle?? in particular, determining whether it is or isn't a 'simplest Higgs'?? may take years."
• As we approach H-Hour, you can expect to hear more via all these outlets as well as other blogs such as Cosmic Variance?and "A Quantum Diaries Survivor."

Hedging on the Higgs
What Strassler and Gibbs are saying is important: Technically speaking, CERN is unlikely to announce that the Higgs boson has been definitively discovered. It's more likely that physicists will talk about a new particle that has a signature consistent with the Higgs but has to be investigated further.

CERN hinted at that approach last week in the news release announcing Wednesday's webcast. "It's a bit like spotting a familiar face from afar," said the center's director general, Rolf Heuer. "Sometimes you need closer inspection to find out whether it's really your best friend, or actually your best friend's twin."

Gigi Rolandi, a senior research physicist at CERN, used a similar analogy in a video released this week, referring to crops of corn (which he calls maize, as most Europeans do), wheat (which he calls corn) and poppy flowers. Some particles are as easy to spot as a red poppy in a wheat field, he said. But not the Higgs.?"The search for the Higgs is more similar to looking for a single plant of maize among many, many corn plants, than looking for a poppy among the corn," he said.

We'll get a foretaste of Wednesday's proceedings on Monday, when Fermilab is due to provide its final update on the Higgs boson search, based on the full set of data from the now-closed Tevatron. Will Fermilab try to steal some of CERN's thunder, at least for a couple of days? Stay tuned....

>>> good evening. it was the most important single effort of the obama administration, and today it became the most important supreme court decision of the past several years. the court upheld the obama health care law today. it wasn't a surprise that the more liberal members of the court voted to uphold. it was a surprise that the chief justice of the court crossed over and joined them and cast in effect a deciding vote, perhaps mindful that it's called the roberts court , chief justice john roberts gave the president the victory he wanted, though it was, immediately, enveloped in politics with republicans still vowing to kill it. we have complete coverage of all of it tonight starting with our justice correspondent, pete williams , who broke the news for us on the air this morning. pete , good evening.

>> reporter: opponents of the law had challenged the central requirement that all americans must get health insurance . they said congress power to regulate commerce did not extend to people who chose not to buy something, that is, who don't have insurance. chief justice roberts , plus the court 's other conservatives, actually agreed that the law could not be justified as a use of the commerce power. but roberts joined the court 's liberals in upholding the law instead as a legitimate use of the congressional power to tax people who choose not to get health insurance . because the constitution permits such a tax, roberts wrote, it is not our role to forbid it or to pass upon its wisdom or fairness. the key to the decision turned out to be the chief justice, a life long conservative appointed to the court by president george w. bush .

>> the fact that a conservative republican appointed chief justice wrote today's opinion joining with the court 's more liberal members would and should give americans a lot of confidence in the decision that it's not just a political thing.

>> reporter: while opponents of the law, including 26 states , took some comfort in the court 's statement on the limits of the commerce power they were hugely disappointed the law was upheld.

>> what i think we all need to do in this country is to realize that we have awakened to a new day where an unprecedented tax has been imposed on us, literally against our will.

>> reporter: the court today also weakened a different part of the law, a punishment for states that decline to provide expanded benefits under the federal medicaid system.

>> the court was saying that the federal government cannot blackmail the states and threaten to take away all their medicaid money if they did not accept the new, expanded proposal.

>> reporter: so here is the legal bottom line. the massive health care law stands except for the medicaid punishment on the states. that means by 2014 anyone who can afford health insurance and doesn't get it will have to pay a tax. brian ?

>> pete , in plain english , basically this court is made up of five republicans and four democrats and that's why we see so many 5-4 decisions. you touched on this in your story. how extraordinary was it that this chief justice appointed by president bush crossed over in this way on this day and on this issue?

>> well, completely, because i can't think -- i don't think there's another case since john roberts has been on the court of any importance at all, perhaps any case at all, in which this was the lineup. the liberals plus the chief justice john roberts . this was his first time doing that.

>> and, pete , for the people who were trying to read the tea leaves during oral arguments when this was presented that day in court , wasn't one big factor the fact that the administration's lawyer had a pretty rough go and was fairly roughed up and people thought that didn't bode well for passage of the law?

AN EDITORIAL: U.S. shouldn't slip on oil?s temptation in its Burma policy

So far, the Obama administration has carefully modulated its Burma policy, easing sanctions to welcome fragile democratic progress while recognizing the long distance still to cover. Now the modulation is at risk.

Administration officials are debating whether to allow U.S. oil companies to do business with Burma?s state-owned energy company. U.S. companies reportedly have been lobbying hard. But opening this area of investment would contradict the spirit of the policy that Secretary of State Hillary Rodham Clinton announced a couple of months ago. It would contradict the explicit advice, articulated at no small risk to her internal position, of democracy leader Aung San Suu Kyi. Why would President Obama want to undercut her at this delicate moment?

Burma, also known as Myanmar, is a resource-rich Southeast Asian nation of 50 million or so people that has been ground into poverty during decades of military misrule. Now, at the initiative of President Thein Sein, a former general, it is allowing more freedom and seeking economic and political connection with the world. Thein Sein and Aung San Suu Kyi, the Nobel Peace laureate who spent most of the past 23 years under house arrest, are trying to find common ground to push reform forward. The hopeful analogy is of South Africa?s F.W. de Klerk and Nelson Mandela.

Speaking to the British parliament a few days ago, Aung San Suu Kyi welcomed ?democracy-friendly investment . . . that prioritizes transparency, accountability, workers? rights and environmental sustainability.? The state-owned oil company represents the antithesis of these values; it has been a funder and enabler of the worst abuses of military rule.

The company ?lacks both transparency and accountability at present,? Aung San Suu Kyi said recently. ?The government needs to apply internationally recognized standards . . . on fiscal transparency. Other countries could help by not allowing their own companies to partner? with the Burmese firm ?unless it was signed up to such codes.?

Finding the right pace to ease sanctions can be tricky. Thein Sein and his faction need to demonstrate, both to hard-line opponents and to the public, that democratic progress will bring benefits. On the other hand, reformers are helped if they also can argue that further reforms are needed to win further concessions. Burma?s judges and media still are controlled, hundreds of political prisoners have yet to be released, violence continues against ethnic minorities and fewer than one in 10 parliamentarians were chosen through free elections.

But this isn?t one of the tricky calls. In April, Ms. Clinton promised ?a targeted easing . . . to help accelerate economic modernization and political reform. Sanctions and prohibitions will stay in place,? the secretary vowed, ?on individuals and institutions that remain on the wrong side of these historic reform efforts.?

The state-owned oil company has been on the wrong side. Until it takes steps to shift over, the United States should show that it meant what Ms. Clinton said. Rather than give in to oil-industry arguments against leaving the field to other nations, the United States should lead those nations in insisting on transparency as a condition of investment.

Want terabit internet? Get light to do the twist

If you want ultra-fast wireless internet, just get light to do the twist.

The wireless and fibre-optic links that make up the internet use electromagnetic waves to carry data as a series of pulses at a specific frequency. It is possible to increase the amount of data transmitted at a given frequency by twisting light beams in different ways. Each beam has a different angular momentum and acts as an independent channel in a larger, composite, beam.

Now Jian Wang, Alan Willner and colleagues at the University of Southern California in Los Angeles have used the twisting technique to transmit over a terabit of data per second. By comparison home WiFi routers typically run at around 50 megabits per second.

Because there are many ways to twist light, the team was able to combine beams with eight different types of twist, each carrying its own independent sequence of pulses.

Willner says the technique could be used between satellites in space, or over shorter distances on Earth. "It's another dimension by which you can transmit data."

Right now, it works only in free-space as current fibre-optic technology distorts twisted light.

China manufacturing hits seven-month low: HSBC

Chinese manufacturing activity hit a seven-month low in June, data from HSBC showed Thursday, putting pressure on Beijing to do more to boost the world's second-largest economy.

The banking giant said preliminary figures from its closely watched purchasing managers' index (PMI), which gauges the manufacturing sector, fell to 48.1 in June from 48.4 in May on shrinking exports and weak domestic demand.

The June figure also marked the eighth consecutive month that manufacturing has contracted. A PMI reading above 50 indicates expansion, while a reading below 50 points to contraction.

Analysts said the results suggest China will move again to boost its slowing economy, after cutting interest rates earlier this month and encouraging more government investment.

"China's manufacturing sector continued to slow in June," HSBC's co-head of Asian economic research, Qu Hongbin, said in the statement.

"With external headwinds remaining strong, exports are likely to decelerate in the coming months."

New export orders, a component of PMI, recorded their sharpest decline since March 2009, HSBC said, but did not give a figure. The bank will release the final data for June next month.

China's commerce minister said earlier this month that the country faces a "severe" trade situation this year, as weak demand in key exports markets such as the United States and Europe hit the economy.

In May, exports were better than expected, rising 15.3 percent year-on-year to $181.1 billion, but analysts say such growth may be short-lived.

In a further worry for the economy, weaker prices and a contraction in new orders suggested domestic demand is also flagging, Qu said.

"We expect more decisive policy stimulus to reverse the growth slowdown," he said.

China on June 8 cut interest rates for the first time in more than three years in a bid to boost the economy, while the government has also trimmed the amount of cash banks must keep in reserve three times since December, most recently in May.

"China will likely speed up loosening monetary policy in the future, with the magnitude depending on the situation with the eurozone debt crisis and the recovery in the US economy," Liao Qun, chief economist at Citic Bank International in Hong Kong, told AFP.

China's economy grew an annual 8.1 percent in the first quarter of 2012 -- its slowest pace in nearly three years. The government will release the gross domestic product figure for the second quarter on July 13.

The government has reduced its economic growth target for this year to just 7.5 percent, down from growth of 9.2 percent for all of last year and 10.4 percent in 2010.

Japan's Nomura on Thursday repeated its forecast that China's GDP growth will slow to 7.8 percent in the second quarter this year.

"Underpinned by increasingly accommodative monetary and fiscal policies, China's economy is in the process of bottoming out," Nomura's Hong Kong-based economist Zhang Zhiwei said in a research report.

Chinese stocks fell after the release of PMI, with the benchmark Shanghai index ending down 1.40 percent on Thursday.

"The PMI reading intensified worries over an economic slowdown," Zhang Yanbing, a Shanghai-based analyst at Zheshang Securities, told AFP.

WIMBLEDON, England (AP) ? Just in case there were any doubts out there, Serena Williams wants to make perfectly clear that she's going to be around tennis awhile longer. So is older sister Venus.

"I have no intention of stopping, and I don't think she does either. We're definitely connected at the hip," the 30-year-old Williams said Saturday, two days before Wimbledon begins. "I enjoy being out there on the court so much."

Asked what she likes most about tennis, Williams explained: "I love competing. I love the challenge. I love holding up trophies. So I guess if ever I feel that I can't do that, then maybe I won't play anymore."

On a bit of a roll, she continued: "That's what I love. I love stepping out on that court, having that atmosphere, that moment. That moment is all about me. Maybe it's a little selfish, but I love that feeling."

The last time she was on a court at a tournament, though, things did not go as planned, and there was no trophy anywhere in sight.

On May 29, Williams lost to 111th-ranked Virginie Razzano of France 4-6, 7-6 (5), 6-3 at the French Open, the American's only first-round exit in 47 Grand Slam appearances. Williams led 5-1 in the second-set tiebreaker ? all told, she was two points away from winning nine times ? but she wasn't able to close the deal.

After a few weeks to ponder that disappointment, and to get ready for the switch from clay courts to grass, Williams is ready to seek a fifth Wimbledon championship and 14th major title overall.

"Whether I had won in Paris or lost like I did in the first round, I am always extremely motivated," she said. "If anything, you know, I think losing makes me even more motivated."

A decade ago, Williams won the French Open and Wimbledon one after the other, mastering the difficult surface transition and short turnaround.

No woman has taken those two trophies home in the same year since.

The latest to try will be No. 1-ranked Maria Sharapova, who won her first title at Roland Garros two weeks ago, completing a career Grand Slam.

"It's the toughest back-to-back, Grand Slam-wise, no doubt. Especially if you're coming off a French Open win ... as much as you want to celebrate and enjoy, you come here and it's like a whole new ballgame," Sharapova said.

Going from clay to grass is "certainly an adjustment," she said. "The first two days, you're like, 'Wait, I can't really slide that much.' So you have to take a few more steps. I'm like, 'That's kind of unfortunate. I kind of got used to it.' ... I mean, on a fast grass court, you're not playing more than five-ball rallies. If you are, probably doing something wrong."

Sharapova's triumph in Paris was the fourth major title of her career, but the first since having surgery on her right shoulder in October 2008.

Her first major championship came at Wimbledon in 2004 at age 17, when she upset Williams in the final.

Sharapova reached the semifinals at the All England Club in 2005 and 2006, but then went through a four-year stretch when she lost twice in the second round and twice in the fourth. Last year, the Russian made it back to the final ? her first at a Grand Slam tournament since the 2008 Australian Open ? before losing to Petra Kvitova.

"It was definitely a big step for me in the right direction," Sharapova said. "It had been a while."

It's been a while right now for Williams, who isn't used to long stretches between Grand Slam titles. Her last came two years ago at Wimbledon; less than a week later, she cut her feet on glass at a restaurant, precipitating a string of health problems that sidelined her for three majors in a row.

The only time in her Grand Slam career that she went more than two years without winning one of the sport's top four events came during a gap from the 1999 U.S. Open until the 2002 French Open ? and her title in Paris back then began a run of four consecutive major championships.

For someone who loves holding up trophies, that must have been fun.

Lichen can survive in space: Space station research sheds light on origin of life; potential for better sunscreens

ScienceDaily (June 23, 2012) ? You can freeze it, thaw it, vacuum dry it and expose it to radiation, but still life survives. ESA's research on the International Space Station is giving credibility to theories that life came from outer space -- as well as helping to create better sunscreens.

In 2008 scientists sent the suitcase-sized Expose-E experiment package to the Space Station filled with organic compounds and living organisms to test their reaction to outer space.

When astronauts venture on a spacewalk, hours are spent preparing protective suits to survive the hostile conditions. No effort was made to protect the bacteria, seeds, lichen and algae attached to the outside of the Space Station, however.

"We are exploring the limits of life," explains ESA's Ren? Demets.

Our atmosphere does a wonderful job of protecting life on Earth by absorbing harmful UV rays and keeping temperatures relatively stable.

In contrast, the space samples endured the full power of the Sun's rays. The samples were insulated somewhat by the Space Station but still had to cope with temperatures changing from -12?C to +40?C over 200 times as they orbited Earth.

The samples returned to Earth in 2009 and the results have now been published in a special issue of the journal Astrobiology.

Lichen have proven to be tough cookies -- back on Earth, some species continue to grow normally.

Ren? explains, "These organisms go into a dormant state waiting for better conditions to arrive."

The lichen have attracted interest from cosmetic companies. They can survive the full power of the Sun for 18 months, so knowing more could lead to new ingredients for sunscreen.

Living organisms surviving in open space supports the idea of 'panspermia' -- life spreading from one planet to another, or even between solar systems.

It seems possible that organisms could colonize planets by hitching rides on asteroids. ESA is probing this intriguing theory further on future Station missions with different samples.

Alistair Overeem: ?I?m all natural?

UFC heavyweight Alistair Overeem really wants the world to believe he is a clean fighter, even though he is currently suspended for having elevated testosterone levels before his planned fight with UFC champ Junior dos Santos.

Earlier this week, Overeem tweeted he will be back in December, but UFC executive Lorenzo Fertitta said not so fast. Overeem responded by tweeting about a drug test.

"I'm doing a drug test today to build confidence with the Nevada state athletic commission and because I respect and appreciate the UFC," Overeem wrote. "And to let junior know I am a clean fighter, I'm all natural Junior.. and I am coming for you."

Well, that's a nice gesture, Alistair, but guess what? You're supposed to be clean. You don't get any medals for testing clean on random date of your choosing. This is the equivalent of teenager cleaning the house after being grounded. Though the parents may be pleased to come home to a sparkling house, they're not going to forget about the raging party that happened there days before.

The NAC isn't going to forget about his suspension, and the UFC isn't going to forget how he derailed the main event of one of their biggest cards in 2012.

Kyle has been volunteering with the production team at our church for about a year, mostly running the slides and handling the video-playing.? One of the men who runs the sound board is taking a sabbatical and they are looking for someone to fill his weekends.? Kyle has wanted to learn how to run a sound board for a while so this is a perfect opportunity.? Plus, we found out that it is a paid position, not volunteer as we had thought!

When Kyle tallied up how much this side hustle might earn him ($70-80 every three weeks) he blurted out ?I?ll be able to buy a Kindle!?? But what was running through my head was ?Actually, you?ll have to save up twice as long because of taxes, tithe, and retirement!?

The reason I thought this is because of the rules we and the government have concerning our income.? When we have an extra $10 here or there in income I don?t worry about changing our contribution levels, but I don?t consider a regular paycheck, however minor in comparison with the bulk of our income, to be negligible.

?

Taxes: This additional income will of course be taxed at our marginal tax rate, 15% federal + 7% state, instead of our overall tax rate (8% federal and 4.5% state), so that?s a 22% bite right there.

?

Tithe:? We would give 10% of this income away, either to our church or other charitable organizations.

?

Retirement: I think that 15% toward retirement is a good baseline, and since we are not yet maxing out our Roth IRAs I would want to take a portion of this hustle to bump up our contribution.

?

All together, those obligation sum to 47% of the income.? It?s quite demotivating to realize that we?ll only get to pocket half of what Kyle makes from this hustle!
